Major infrastructure project will transform work-life balance and employment opportunities across the Baltic region

Rail Baltica has advanced to the next stage of its consolidated construction materials procurement, bringing the years-long infrastructure project closer to completion.

The development is set to create thousands of employment opportunities while improving work-life balance for employees across the Baltic states through enhanced connectivity and reduced commute times.

The greenfield rail transport infrastructure project aims to integrate the Baltic states into the European rail network, directly including four EU countries – Poland, Lithuania, Latvia and Estonia – and indirectly including Finland.

The network will connect Helsinki, Tallinn, Pärnu, Riga, Panevėžys, Kaunas, Vilnius and Warsaw, ensuring efficient operational connectivity across the region.

Prior to World War II, the Baltic states were linked to Europe with a 1435 mm gauge railway before operating on the Russian 1520 mm gauge. The plans to reintegrate the EU rail network could ensure less travel time and more efficiency across operations, fundamentally changing how employees commute and access opportunities.

Transforming regional employment opportunities

According to project estimates, Rail Baltica is expected to create 13,000 direct jobs as well as more than 23,000 indirect and induced jobs throughout construction. Approximately 800 permanent positions in operations and infrastructure management will follow once the railway becomes operational.

The project is also anticipated to improve regional travel times by up to 50%, making it easier for students and staff to commute daily. The infrastructure development will also improve access to healthcare and support community wellbeing by building connections between major cities and regions, enabling employees to live further from their workplace while maintaining reasonable commute times.

The Rail Baltica project combines efficient multimodal freight transport with enhanced defence logistics, setting a new standard for strategic infrastructure and reliability. It will also boost regional defence and military mobility, enabling faster troop and equipment movement, the opening of strategic corridors and more streamlined logistics across the Baltic region and its allies.

Procurement framework supports project delivery

Rail Baltica has moved to the next stage of its consolidated construction materials procurements, with various framework agreements signed off or close to being finalised. The procurement model, formed by Estonian, Latvian and Lithuanian delivery organisations, is vital to ensuring the railway is developed as connected and compatible as possible.

Framework agreements develop conditions for pricing, performance, quality assurance and delivery schedules without making immediate financial commitments. This allows organisations to place orders and develop construction progress, securing supply chain reliability alongside the maintenance of operational flexibility.
